Job Title:                    Executive Assistant

Job Brief:

We are seeking an Executive Assistant to nurture a strong Human Resource, Administrative and Public Relations culture, increase awareness and develop a desirable Organizational image.

Key Responsibilities

Human Resource

  • Develop and implement HR strategies and initiatives aligned with the overall Organisational strategy.
  • Maintain and enhance the organization’s human resources by planning, implementing, and evaluating employee relations and human resources policies, programs, and practices.
  • Sustain the work structure by updating job requirements and job descriptions for all positions, and recommends necessary changes.
  • Guide managers on candidate selection by establishing a recruiting and interviewing program, and also conducts exit interviews.
  • Promote healthy relationships between staff and management through mediation, handling labour disputes and guiding department managers through employee issues.
  • Prepare employees for assignments, by establishing and conducting orientation and training programs; in other words, responsible for talent development.
  • Complete human resource operational requirements by scheduling and assigning employees; follow up on work results and conduct performance appraisals.
  • Maintains human resource records by collecting and analysing employee data, designs a filing and retrieval system; and keeps accurate and complete employee records.
  • Develop and maintain a pay plan by conducting periodic pay surveys, prepare pay budgets; monitor and schedule individual pay actions; recommend, plan, and implement pay structure revisions.
  • Schedule management conferences with employees, facilitate hearing and resolve employee grievances; counsel employees and supervisors.
  • Maintain employee benefits programs and inform employees of benefits by studying and assessing benefit needs and trends; recommend benefit programs to management; direct the processing of benefit claims; obtain and evaluate benefit contract bids; award benefit contracts; design and conduct educational programs on benefit programs.
  • Ensure legal compliance by monitoring and implementing applicable human resource state requirements, conduct investigations, maintain records and represent the organization at hearings.
  • Maintain professional and technical knowledge by attending educational workshops, reviews professional publications establish personal networks and participate in professional societies.
  • Develop a comprehensive leave-management plan for the entire organisation.

 

Administrative Duties:

  • Supervise administrative staff and divide responsibilities to ensure performance
  • Manage agendas/travel arrangements/appointments among others for the Executive Director. In other words, manages schedules and deadlines.
  • Manage organisational correspondences (Phone calls, e-mail, letters, packages etc.)
  • Responsible for petty cash in the Secretariat.
  • Support budgeting and bookkeeping procedures; also creates and updates records and databases with personnel, financial and other data.
  • Plan and coordinate administrative procedures and systems and devise ways to streamline processes
  • Recruit and train personnel and allocate responsibilities and office space
  • Assess staff performance and provide coaching and guidance to ensure maximum efficiency
  • Ensure the smooth and adequate flow of information within the company to facilitate other business operations
  • Monitor inventory of office supplies and the purchase of new material with attention to budgetary constraints.
  • Monitor costs and expenses to assist in budget preparation
  • Oversee facilities services, maintenance activities and trades persons (e.g electricians)
  • Ensure operations adhere to policies and regulations
  • Keep abreast with all organizational changes and business developments

 

Public Relations Duties:

  • Develop organisational communications plan including strategy, goals, budget and tactics.
  • Develop media relations strategy, seeking high-level placements in print, broadcast and online media.
  • Maintain a keen understanding of key population programming and make appropriate recommendations regarding communication strategy surrounding them.
  • Public relations managers are tasked with fielding media questions and pitching stories to the media, preparing media kits and organizing press conferences.
  • In addition to writing press releases, they develop advertising and communication materials and prepare articles for newsletters.
  • Public relations managers also release information to counter negative publicity and handle crisis and emergency communications.

 

Required Competencies

  • Highly accomplished, committed, results-oriented and self-motivated professional, with over ten years’ experience in front line proficiency and administrative management.
  • I have strong knowledge and skills in Monitoring & Evaluation, Public Administration and Management, as well as Management of Human and Financial resources.
  • Exceptional at initiating, establishing and maintaining meaningful partnerships and relationships with governments, development partners, civil societies and individuals in complex collaborative context.
  • Able to exhibit a high level of integrity, openness and transparency, and very competent at facilitation, record keeping as well as report writing.

Job Brief:

The Knowledge Management team leader will be responsible for developing and operationalising the M&E framework. Developing a research agenda and systematically documenting and publishing MNL’s interventions.

Key Responsibilities:

 Monitoring, Evaluation and Learning.

  • Responsible for identifying and securing funding and resource opportunities to support departmental activities.
  • Analysing research and writing summaries of research/evidence in an appropriate style and language for all audiences.
  • Develop digests of substantial pieces of research by critically appraising research reports, articles and proposals.
  • Collating and coordinating comments on research reports.
  • Identify emerging practices, best practices, and innovations and share same across the Partnership.
  • Put in place a routine best practice of conducting lessons learned-sessions.
  • Monitor and evaluate the progress of projects and the use of grants.

 

Research and Documentation.

 

  • Systematically identify, support Peer-lead interventions to deliver high quality impactful programmes.
  • Work with all departments to produce content for online learning platforms.
  • Facilitate communications between network members and MNL via social media.
  • Develop a culture of collaboration and sharing among the key stakeholders.
  • Develop and implement MNL’s Knowledge Information Management strategy and systems.
  • Establish research priorities; identify capacity building needs, building an evidence base for KP project models and approaches.
  • Ensure members’ profiles are accurately represented and updated on MNL websites.

Job Brief

 The position holder will work in collaboration with other functional units for effective grants and contracts management. The role will support Local Implementing Partners on sub-grant management and compliance. The role will also conduct and support daily grants compliance operations of MARPs Network Ltd (MNL) as whole. This will comprise setting up compliance monitoring systems; producing compliance reports; capacity building of Local Implementing Partners with grants and compliance roles; financial and risk monitoring; ensuring compliance with MNL policies and donor requirements.

 

Key Responsibilities

 

  • Prepare and review budgets ensuring high quality standards and optimum cost recovery in alignment with organizational and donor requirements.
  • Under the guidance of the Finance & Grants Manager communicate with donors account managers to help resolve specific problems or respond to donor information requests.
  • Provide technical assistance to implementing partners in implementation and management of the grant cycles, budgeting, financial reporting and donor compliance
  • Support project teams in planning and executing partner training and capacity building on donor rules and regulations, financial reporting and procurement guidelines
  • Support to ensure partner sub-grants are disbursed and accounted for in line with contractual requirements
  • Periodic review of internal controls and policies of Implementing Partners and advice on strengthening and transaction verification through monitoring reports & transaction analysis.
  • Timely follow up of periodic partners’ fund requests and submission to Finance and Grants Manage
  • Provide technical support to ensure effective income tracking including cash flow, pre-financing, timely and accurate payment requests and tracking outstanding amounts due from donors.
  • Support contract management capacity development through inception workshops, coaching, mentoring, online training and other support as required
  • Regular monitoring and management reports against key indicators, taking appropriate action where necessary including flagging risks for appropriate management action.
  • Guidance on and review of narrative and financial reports to ensure quality assurance before submission to donors.
  • Ensure accuracy in partners’ accounting and financial reporting. Proper budget allocation of expenses, reasonability of expenses and allow ability per donor regulations
  • Technical guidance and support in preparing for and managing donor audits including liaison with auditors and negotiating contested findings where appropriate.
  • Overseeing financial archiving procedures to ensure all required expenditure support documentation is properly maintained and availed when required
  • Conduct and document regular grantee site visits to ensure that pre-ward conditions are addressed and implemented by grantees within the period specified in the grant agreement
  • Co-ordinate the VAT claiming process for grantees and ensure that timely reimbursements are received

 

Areas of competences required.

 

  • Experience of managing grants/contracts from institutional donors
  • Ability to supervise partner organisations and oversee compliance project function in regard to project agreement to ensure adherence to the rules and regulations.
  • Ability to provide clear guidance on donor policies and procedures to other staff
  • Experience of setting up and managing donor compliance monitoring systems, developing and implementing relevant tools
  • Strong financial skills encompassing proposal budgeting, income tracking, budget monitoring and financial reporting

Education Qualification
